II. Background
HumAngle Foundation is a non-governmental, not-for-profit organisation established in 2022 to address the human fallout of insecurity and conflict. We also equip the media and other civic actors in Africa with the tools and a support system for efficient reporting on insecurity and conflicts while promoting peace.
We work in 4 cross-cutting thematic areas to support sustainable development in vulnerable communities:
- Research & Advocacy
- Capacity Building for Journalists and Civic actors
- Humanitarian Interventions and Transitional justice
- Mentorship and Community empowerment
The Organisation is currently accepting proposals for a Financial Sustainability and Partner Engagement consultant to help strategize, develop, and implement approaches that secure diverse and sustainable funding streams for HumAngle Foundation while cultivating strong, mutually beneficial relationships with various partners. All applicants should note that the period of performance is between July 2025 and October 2025.
III. Scope Of Work
The purpose of this Request for Proposal (RFP) is to solicit proposals from various candidates, conduct a fair and extensive evaluation based on criteria listed herein, and select the candidate who addresses HumAngle Foundation’s needs.
Objectives
Financial Sustainability
- To help diversify and expand funding streams beyond grant making.
- To build a robust financial foundation that can withstand economic fluctuations and ensure financial stability.
- To create and implement a comprehensive, actionable financial sustainability plan that guides future fundraising and resource mobilization efforts.
Partnership Engagement
- To identify, initiate, and nurture meaningful, long-term relationships with key external stakeholders, cutting across funders and implementing partners.
- To maximize the non-financial benefits of partnerships, such as knowledge sharing, advocacy opportunities, increased reach, and collaborative programme development.
- To support HumAngle’s efforts in engaging a diverse range of partners that align with the organisation’s values and mission.
Work scope
- Financial Assessment and Strategy Development
- Conduct a comprehensive review of the HumAngle’s current financial situation, including existing funding sources, expenditure patterns, financial controls, and risk exposure.
- Identify gaps in current funding, potential threats to financial stability.
- Develop a multi-year financial sustainability strategy that aligns with HumAngle’s strategic plan and mission.
- Advise on and help implement strategies to diversify income, reducing dependence on any single source e.g. Grants, Individual givings, Corporate partnerships, Social enterprise e.t.c
- Identify areas for cost optimization and improved financial management practices to ensure resources are used efficiently.
- Partner engagement

- Research and identify potential partners (donors, other NGOs, government bodies, private sector companies, community leaders, academic institutions) whose goals and values align with the HumAngle’s mission.
- Develop a strategic framework for engaging different types of partners, outlining objectives, desired outcomes, and communication protocols for each one.
- Clearly articulate the value proposition for the list of prioritised potential partners, demonstrating how collaboration with HumAngle can help them achieve their own goals (e.g., CSR impact, brand visibility, access to local expertise).
- Develop customized engagement plans for different types of partners, understanding their interests, priorities, and preferred communication styles.
- Guide team members on engaging with the prioritised potential partners.
- Explore opportunities for joint advocacy initiatives with partners to amplify the organisation’s voice and influence on critical issues.
- Create tools for periodic reviews of partnership performance, identifying areas for improvement, and adapting strategies as needed.

IV. Proposal Guidelines
All documents must be submitted as a zipped folder in an email to info@humangle.org by 11:59 pm WAT on July 30th, 2025. The deadline for submitting enquiries is July 22nd, 2025. Any enquiries sent after this date will not receive a response. Proposals that do not follow all guidelines will not be evaluated.
Submission Package Checklist

- Letter of Reference from a past client, stating details of project completed, date, and attestation of the applicant’s character and work ethic.
- Evidence of registration, if applying as a firm
- Relevant certifications and qualifications, if available
Technical Proposal (max 4 pages)
It must contain the following:
- Cover letter introducing yourself/organisation and outlining an overview of expertise
- Summary of approach and clear narrative of how the consultant will meet all objectives and deliver the tasks.
- Evidence of two (2) similar projects, stating the client, date and summary of tasks/deliverables. Links to any publication(s) should be provided, if available.
- Timeline for submitting all deliverable
- Signature of the individual submitting the proposal and date of submission
If the individual submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal.
Proposed Budget
- All costs included in proposals must be all-inclusive to include any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted.
- All costs must be itemized to include an explanation of all fees and costs.
- All proposals are subject to a 5% WTH tax deduction
Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP. All contractual terms and conditions will be subject to review by the HumAngle Foundation legal representative and will include scope, budget, schedule, and other necessary items pertaining to the consultancy.
Curriculum Vitae (Max 2 pages for each one)
- The CV (s) should provide information on the qualifications of the applicant.
- The highest educational qualification of the applicant should be clearly stated.
- Professional certifications should also be outlined.
- The most relevant work experiences should be listed, with clear descriptions of results.

V. Proposal Evaluation
Applicant Requirements
- Minimum of Master’s degree in relevant fields e.g Finance, Business Administration, International Development e.t.c
- 5-10 years of significant and proven experience in Fundraising/Resource Mobilization and Partner Engagement in the Development/ Humanitarian sector.
- Diverse network within the Development/Humanitarian sector and good understanding of HumAngle’s work.
- Strong command of the English Language and excellent writing skills
- Ability to use various computer applications for report-writing, database management, and developing tracking tools.
- Must be resident in the FCT.
- The applicant must be willing to sign a confidentiality agreement if selected.
Evaluation Criteria
HumAngle Foundation will evaluate all proposals based on the following criteria:
- Overall proposal suitability and clarity: Proposed solution(s) must meet the scope and needs included herein and be presented in a clear and organised manner (15 points).
- Proven Experience: Applicants must show relevant evidence of expertise as it pertains to the scope and objectives of this engagement, based on descriptions of previous work and client testimonials and references (30 points).
- Value and cost: Applicants will be evaluated on the cost-effectiveness of their solution(s) based on the work to be performed in accordance with the scope of this project (30 points).
- Technical expertise: Applicants should provide evidence and documentation of technical expertise of the lead applicant (15 points).
- Adherence to all stipulated guidelines (10 points).
The maximum score is 100 points and the selected consultant is required to have a minimum of 80 points.
